Sumner Avenue Resurfacing Project

Project Overview

During the downtown revitalization project, the City of Humboldt looked to restore the Sumner Avenue corridor roadway to good condition. After applying for funding through the Surface Transportation Block Grant (STBG) program, the City was awarded enough to cover a significant portion of the project. The awarded STBG funding was made available in 2024 and the City has awarded the project to Blacktop Service Company. Construction is scheduled to begin on April 29^th and the City is excited to complete this project.

Construction Updates

The contractor will start Phase 1 of the project the Week of April 29. The order of the following phases will be confirmed following Phase 1, with special consideration to keeping the Downtown corridor open during the Fourth of July timeframe.

Timeline item 1 - complete

April–June 2024

Phase 1 Begins: Sumner Avenue from 5th Avenue Southwest to Veterans Memorial Bridge – Concrete patching, 3 inch asphalt resurfacing, curb and gutter repairs, minor storm water improvements, and sidewalk ramps.
–The contractor has continued work on Phase 1 as able based on weather conditions. Repairs will continue to the road base areas through patching, and curb replacement. The contractor is expecting to pave the surface with asphalt in mid-June and skip to Phase 3 (they will finish the project with Phase 2).
Timeline item 2 - complete

June–July 2024

Phase 3: The contractor has continued concrete work after milling the surface of the road. They are wrapping up sidewalk, curb, and pavement patching. They are targeting the week of July 22 for the asphalt overlay.
–Phase 3 was performed first to allow for minimal disruptions to 4th of July festivities.

July–August 2024

Phase 2a: Paving of Phase 2a is scheduled to start on Tuesday, August 6 and is expected to take 2 days. Following this work, Phase 2a will open and Phase 2b will close, meaning the closure will be switched to the south side of the road. During this Phase the eastbound traffic will now follow the detour. Milling and concrete patching will begin from there.
–Phase 2 will be broken into 2a and 2b, with one direction of traffic and the corresponding parking stalls closed down at a given time. The contractor plans to start on the northern lane of Phase 2 with closures in place on July 26.
