The Hartford Community is growing and the City of Hartford's wastewater system needs to be upgraded. The City completed a thorough feasibility study to evaluate multiple options for future wastewater treatment, including utilization and upgrade of existing lagoons, sending untreated wastewater to the City of Sioux Falls, and using various technologies for on-site treatment.
Project Overview
PROBLEM:
The State of South Dakota has implemented new, more stringent ammonia effluent limits for treated wastewater prior to discharge, and the City's current lagoon technology cannot meet these new standards.
Ammonia is a common toxicant derived from human waste, fertilizer, and natural processes. In a water body like Skunk Creek, excess ammonia can reduce dissolved oxygen for aquatic life. Ammonia can lead to immediate, heavy plant growth called eutrophication, which can limit dissolved oxygen and sunlight.
SOLUTION:
The City is planning a new wastewater treatment plant on the east side of town. The Water Resource Recovery Facility will provide additional capacity to accommodate growth and treatment capabilities to improve water quality to Skunk Creek and, ultimately, to the Big Sioux River.
The City has partnered with ISG to complete design and construction administration services and Rice Lake Construction as the Construction Manager at Risk.
