In 2012, the City completed a Parks, Open Space, and Trail System plan. The master plan was the basis for the 2013 Parks Bond Referendum that was approved by voters in the fall of 2013. The City completed $18 million in park and trail improvements from 2014 to 2024 and now seeks to update this plan to guide the next 10 years of parks and recreation system needs. The updated master plan will help guide identification of costs and potential funding sources.




Project Goals

The Coon Rapids Park + Recreation System Master Plan Update has three primary areas of focus:

  • Continued maintenance and replacement of Capital Improvement Program (CIP) of current park system and facilities. This includes:
    • Inventory and assessment of current system, development of cost estimates, and identification of funding mechanisms.
    • Development of asset management tool for the City to comprehensively manage facilities and replacements.
    • Development of recommendations for park operations, maintenance, redevelopment, and sustainable practices.
  • Development of a five-year recreation and City events programming plan grounded in current operations, resident interests, and national best practices.
  • Continued trail system development through implementation of the 2025 Active Transportation Plan
  • Develop a Master Plan for Al Flynn Park that ensures the park can meet community needs and evaluates the park’s potential to serve as a destination to alleviate pressure from other heavily used parks.
  • Develop a Master Plan for Boulevard Plaza that incorporates the City's vision for future event grounds at the park and potential Ice Center building expansion.

Community engagement will occur throughout the project to ensure community needs and desires are heard and integrated into the updated plan.
