In 2012, the City of Coon Rapids completed an updated Parks, Open Space, and Trail System plan. The 2012 master plan was the basis for the 2013 Parks Bond Referendum that was approved by voters in the fall of 2013. The City completed $18+ million in park and trail improvements from 2014 to 2024. Coon Rapids now seeks to update this plan to outline and guide the next 10 years of parks and recreation system needs. The updated master plan will be the basis for determining needs, costs and potential funding sources.

The City of Coon Rapids is seeking input from residents and park and recreation users to shape the updated Park and Recreation master plan. We are looking to hear the wants, needs, and ideas that community members have for an engaging park and recreation system that best serves you and our diverse community for the next 10 years (2026–2036).

Project Goals

The Coon Rapids Park + Recreation System Master Plan Update has three primary areas of focus:

  • Continued Maintenance + Replacement of Capital Improvement Program (CIP) of Current Park System and facilities. This includes:
    • Inventory and Assessment of current system, development of cost estimates, and identification of funding mechanisms
    • Development of Asset Management Tool for the City to comprehensively manage facilities and replacement
    • Development of recommendations for park operations, maintenance, redevelopment, and sustainable practices.
  • Development of a five-year recreation + City Events programming plan grounded in current operations, resident interests, and national best practices.
  • Continued trail system development through implementation of the 2025 Active Transportation Plan

Community engagement will occur throughout the project to ensure community needs and desires are heard and integrated into the updated plan.
