Project Overview
The City's contractor, Earthwork Enterprise, will be reconstructing roads and utilities in your neighborhood. Construction will occur in three phases. The first phase will occur on 3rd Street from Lovely Avenue to Ash Avenue, second phase is on Ash Avenue and 2nd Street from Ash Avenue to Elm Street, phase three is on Oak Avenue from 2nd Street to 3rd Street. The purpose of this project is to reconstruct the roadway and replace aging utility infrastructure.
Project Schedule
Phase 1: Substantially Complete
- Work along phase 1 of the project is substantially complete.
- Watermain installation, road patching, and site restoration along Lovely Avenue and 3rd Street have been completed.
- Traffic Implications:
- No further traffic implications exist along this phase.
Phase 2: Ongoing
- Work Completed:
- Installation of sanitary sewer and sanitary sewer manholes.
- Installation of watermain.
- Installation of concrete curb and gutter.
- Ash Avenue has been graveled. Residents can access homes via Ash Avenue.
- Ongoing Work:
- All street paving will be completed concurrently for the entire project once all utility work is completed.
- Paving is anticipated to take place within the next week.
Phase 3: Ongoing
- Work Completed:
- Installation of sanitary sewer and sanitary sewer manholes.
- Installation of watermain.
- Installing on storm sewer.
- 2nd Street has been graded and graveled.
- Ongoing Work:
- All street paving will be completed concurrently for the entire project once all utility work is completed.
- Paving is anticipated to take place within the next week.
Phase 4: Ongoing
- Work Completed:
- Installation of sanitary sewer and sanitary sewer manholes.
- Installation of watermain.
- Ongoing Work:
- All street paving will be completed concurrently for the entire project once all utility work is completed.

Trash Service
- Residents shall move trash bins to the curb by 5:30 PM the evening prior to normal trash/recycling pick up.
- Project contractor will move bins to a coordinated bin pick up location after work is completed for that day.
- Bins will be returned to the residence by the end of the day in which trash was picked up.
- Residents shall mark bins with the address which the bin belongs to in order to return each bin to the correct location.
- Residents normal trash pick up will only be affected during the duration of the phase that impacts your residents.
Construction Reminders + Updates
November 7, 2024
- Oak and Ash Avenue and 2nd Street will be closed to all traffic during their respective phase.
- Parking will be provided on adjacent streets and walking access will be provided to each resident.
- Temporary access to residents will be permitted once respective streets are graveled.
- Paving of the roadways will be completed in one phase. During paving operations, residents will be required to park on side streets. Notice will be given to residents prior to impacting road closures.
- Survey control points, staking hubs, and lath with be installed periodically throughout construction to facilitate construction of the project to the proposed design.
- Survey crews will place these in the right-of-way.
- Please refrain from disturbing hubs and lath. It is the contractors responsibility to remove the hubs and lath once they are no longer needed.
- During the service reconnections, water and sanitary service will be unavailable for a short duration.
- Earthwork Enterprise will notify each homeowner 48 hours in advance of to service interruptions and will provide an estimated timeline for the service outage.
- Service outages will generally be no longer than four hours and will be completed during normal working hours of 8 a.m. to 5 p.m.
- ISG is the City Appointed Engineer and will be performing construction observation on the project.
- ISG will be on-site while the contractor performs the work and will be available to address any questions you may have.
